Two Quebec residents have been arrested by Windsor police in connection with a high-tech point-of-sale PIN pad fraud scheme that financial crime detectives have been investigating since the spring. Police say the suspects — a man and a woman — were first captured on a surveillance camera on Tuesday evening. The pair were allegedly attempting to swap a PIN pad at a Burger King on Dougall Avenue with a decoy.
