State police have arrested a 47-year-old Bridgeville man, owner of Midway Carpets, charging him with "check-kiting," which is considered theft by false pretense.Investigators say Wilmington Trust Bank fraud officials contacted the Delaware State Police, reference to a check cashing scam, referred to as "kiting," in which two or more banks are involved, and an individual deposits checks into both accounts to inflate the balance, then withdraws the money prior to the check being returned from the other bank as non-sufficient funds. In this case, Delaware State Police worked in conjunction with officials from Wilmington Trust Bank, to determine that Randy L. Wroten, 47, of the 10000 Block of Rifle Range Road, Bridgeville, had cashed deposited four checks from his business, Midway Carpet. Police said Wroten was using two established accounts, one at Wilmington Trust and the other at PNC Bank.
