A city man faces prison time for running a check-fraud ring in the area in 2009. Kenya Jamel Cabiness, 38, with a last known address of 1104 S. Loudoun St., pleaded guilty Thursday in Frederick County Circuit Court to 14 counts each of obtaining money by false pretenses, check forgery and passing forged checks.
