A former United Bank loan officer has pleaded guilty in a mortgage fraud conspiracy. Federal prosecutors say 56-year-old Roy L. Cooper of Hico entered his plea Thursday to an information charging him with bank fraud and tax evasion. Court documents showed Cooper helped developer Donald R. Carter circumvent the bank's lending limits to get fake constructions loans approved. In exchange, Cooper was provided with trips to Las Vegas and the use of a sport utility vehicle. He also used the loans for his own benefit.
