City man gets seven years for fraud ring

A Winchester man who orchestrated an area check-fraud ring in 2009 was sentenced Wednesday to serve nearly seven years in prison on a federal charge of conspiracy to commit mail fraud. Kenya Jamel Cabiness, 38, with a last known address of 1104 S. Loudoun St., also was sentenced in Winchester Circuit Court in December to serve nearly eight years on state charges related to the scheme.
